Government policy support has a relevant role for hydrogen fuel cell vehicle market development in Brazil. In August 2024, the federal government initiated the National Low-Carbon Hydrogen Policy with the Low-Carbon Hydrogen Law, offering a solid regulatory framework around the production, storage, and commercialization of hydrogen. Rehidro exempts the purchase of hydrogen production equipment and machinery from federal tax. It comes into effect in January 2025 for five years. The purpose of Rehidro is to make hydrogen production technologies affordable, particularly in heavy-duty commercial vehicles where hydrogen fuel cells improve emissions and efficiency.

Using Brazil's leading position in sugarcane-based ethanol production, the University of São Paulo commissioned a pilot plant to convert ethanol into hydrogen in February 2025. The plant produces 100 kg/day of 99.999% pure hydrogen, a pilot project cost R$50 millions, with Shell Brasil, Raizen, Toyota, Hyundai, and others. Steam reforming of ethanol is carbon negative as the cultivation of sugarcane captures carbon dioxide. The existing ethanol distribution system, gives Brazil the advantage of quickly scaling up hydrogen production without building new distribution chains for bus campuses or fuel cell vehicles.

Alternative international partnerships have transformed the market. In August 2025, Great Wall Motor launched the first hydrogen fuel cell heavy-duty truck in Brazil by unveiling a factory in Iracemapolis that uses the GWM HYDROGEN-FTXT fuel cell systems and a 105 kWh battery as its energy source. This was the technology transfer from China that included hydrogen supply and refueling infrastructure at the universities, as well as the deployment of cars and supporting hydrogen ecosystem, providing the hydrogen-fuelled cars, the Mirai and the Nexo SUV, and the XCIENT fuel cell truck. These projects will leverage transportation, infrastructure and other hydrogen applications to establish Brazil as a leader in hydrogen fuel cell vehicles.
